Mr. Dippel graduated from the University of Texas Rio Grande Valley where he played baseball and prepared for a career in coaching, but his desire to help families successfully manage their finances drew him into the financial services business in 1983. In 2000, he became a financial advisor and then an Accredited Financial Counselor in 2017.
Garry has been married to Shelly, his college sweetheart, for 37 years, and they have two grown children and three grandchildren. When he’s not working or spending time with family, you can find him back in the game—officiating high school football and serving as a field rep for Coaches Outreach, an organization devoted to supporting coaches with Bible study and Christian fellowship.
Irma D. Duran is a daughter of the Most High King, Jesus Christ. Currently, she is serving a dual role in Victorious Outcomes as the Executive Director and a Board Member. She is also, the founder of this faith-based organization. For 44 years, she dedicated her time working in the educational system as a secondary math teacher, counselor, assistant principal, middle and high school principal, Executive Director for Instruction, Curriculum and Support Services, and most recently as an elementary interim principal. The last 12 years, she worked as an independent educational consultant and professional service provider for the State of Texas helping low-performing schools. Schools repeatedly experienced success due to her expertise and support. One of her greatest joys is teaching and inspiring others to succeed and building their capacity. Aside from spending her days working for Victorious Outcomes, she also dedicates time serving at Calvary Christian Center, the church her husband and her attend. For the past five years, she has been part of the of “The Power of Two” Counseling Ministry and for three years she has served as the Intercessory Team Leader. She is an active member of the Christian Counselors of Texas, RGV Chapter. Irma is married to David G. Duran and they reside in Weslaco, TX. She has one daughter, two step daughters and 5 grandchildren.

Ranulfo Marquez is a high school principal in the Pharr-San Juan-Alamo Independent School District, where he has served as an educator for over 23 years. He has been a school administrator at the high school and middle school levels and he began his educational career as an English teacher in 1997. He is known as a transformational leader and turnaround principal, having led PSJA Southwest Early College High School to six consecutive successful years after taking it over when it was labeled as a Needs Improvement school in 2014. Mr. Marquez is married to Amy Marquez, a high school librarian, and they have four children together. He graduated from PSJA High School in 1989 and earned his Masters of Education in 2007 from the University of Texas-Pan American. Mr. Marquez attends The Family Church in McAllen, Texas.
Roxanne Pacheco is a Psychotherapist, Certified Clinical Trauma Professional, and Integrative Medicine Provider who has provided Counseling and Wellness services for a local Non-Profit and her Private Practice as well. She is an advocate of Mental Health Services in the Rio Grande Valley, providing psycho-education connecting Mind, Body and Spirit. Roxanne has evolved as a Christian Therapist and during COVID-19 decided to venture into Social Media Ministry where she began doing FB Lives as well as creating a YouTube Channel called "Therapy Talk with Roxanne"; through which she discusses therapeutic content and provides interventions and techniques to help in a larger capacity. Roxanne is Treasurer of Christian Counselors of Texas, a member of FemCity RGV, Organization of Women Executives, and Junior League of McAllen. In addition, she is an Adjunct Faculty at The University of Texas Rio Grande Valley. She has presented at national conferences and many local community organizations, television, and radio to promote mental health awareness.
Darcia Cuellar is the School Climate Transformation Grant Director at Vanguard Academy Charter Schools, a faith-based school system. She earned her Bachelor of Arts in Social Studies Composite and Master’s in Educational Leadership from the University of Texas at Rio Grande Valley and has been in education for 19 years. She currently serves as treasurer for Victorious Outcomes.
Today, she also has the honor and privilege to mentor and support principals, counselors, school staff and teachers on how to best be a support to spiritually broken, discouraged, and struggling students and parents. But Jesus said, “Let the children come to me and do not try to stop them! People who are like these children belong to God’s kingdom” Matthew 19:14. She has known and served the Lord as her savior for 26 years. All Darcia’s accomplishments have only been achieved through the faithfulness of God and His never-ending grace.
Darcia is the mother of three beautiful children and three handsome grandsons. She married her childhood best friend, Joe, at 18 years and recently celebrated 33 years of marriage.
